A Control Panel is a web-based user interface through which you can handle various aspects of your web presence. As an illustration, you may create or modify website files, create and check emails, handle databases, check visitor statistics etc. Those things are executed via buttons and menus inside an internet browser and the CP may also be called ‘back office’, i.e. the administration area associated with your Internet hosting account. Most of the Control Panels out there will permit you to manage all hosting-related matters, but you'll often need a different system to handle payments or to get a new domain if the company offers domain registrations. Based on the platform they use, you may be able to use the billing account to open a support ticket to ask a question or to troubleshoot and fix a problem as well, or you might have to use a third system.
